I request information under the Environmental Information Regulations 2004 (EIR). As this request concerns road infrastructure and planning decisions affecting the environment, I believe it falls within the scope of the EIR and its presumption in favour of disclosure. I request disclosure of the following information:

Request 1: Comparative Basis for Differentiated Recommendations

National Highways submitted planning consultation responses on the following applications, all of which use the Treguddick lane junction on the A30:

- PA24/00879 (Treguddick Distillery - 7 holiday lodges): NH recommended refusal

- PA24/05578 (Treguddick Farm - fodder beet store 1): NH recommended approval with conditions

- PA24/05579 (Treguddick Farm - fodder beet store 2): NH recommended approval with conditions

In both sets of responses, NH described the Treguddick junction in identical terms: "very compact nature," "just below the brow of a hill," "on the inside of a curve," "two at-grade central reserve crossovers," and "does not comply with current design standards."

I request:

(a) The complete internal assessment, analysis, or technical appraisal that underpins NH's differentiated recommendations for these applications — specifically, the technical basis on which NH concluded that approximately 3,000 two-way HGV construction movements (Treguddick Farm) are safely manageable through conditions at this junction, while a handful of additional tourist car movements (Treguddick Distillery) are not.

(b) Any PICADY junction capacity modelling, traffic assessment, trip generation calculation, or road safety analysis prepared by NH in connection with any of these three applications (PA24/00879, PA24/05578, PA24/05579).

(c) If no such quantitative analysis was undertaken for any of these applications, please confirm that fact.

Request 2: Internal Correspondence

(d) All internal correspondence, emails, notes, and records of discussions between NH officers (including but not limited to Ed Halford, Gaynor Gallacher, and any other officers involved) concerning:

- The planning consultation responses for PA24/05578 and PA24/05579 (Treguddick Farm)

- The planning consultation response for PA24/00879 (Treguddick Distillery)

- Any comparison or discussion of the two sets of applications and/or the consistency of NH's recommendations at the same junction

(e) All correspondence between NH and Cornwall Council (including the case officer Sarah Stevens) concerning PA24/00879, PA24/05578, and PA24/05579.

Request 3: NH Internal Planning Response Report

(f) The complete NH Internal Planning Response Report (or equivalent document) for PA24/00879 (NH reference NH/24/05275, NHPR 24-02), including any annexes, risk assessments, or supporting analysis.

Request 4: Junction Safety Data Used

(g) The collision/accident data, safety assessment, or risk analysis that NH relied upon when formulating its recommendations on all three applications. If NH relied on corridor-wide data rather than junction-specific data, please confirm this and provide the corridor data used.

I can confirm that National Highways does not hold this information, and as such this part of your request has been refused under Regulation 12(4)(a) of the Environmental Information Regulations 2004 as information not held.

Advice and Assistance

The information you have requested in Q1, Q1b, and Q4g is not recorded. National Highways recognises this to be a section of the Strategic Road Network with several junctions that are below current standards, and which require close scrutiny.

However our scope to influence planning decisions differs between these two proposals. Fundamentally this is due to the 'new development' proposal of the holiday accommodation generating more trips for the foreseeable future and the permitted development nature of the agricultural use for which we can only seek to manage the short term impact of the construction traffic.
