I am writing under the Freedom of Information Act 2000 to request access to all documentation relating to the March 2019 Highways England study, commissioned by then-Transport Secretary Chris Grayling, concerning options to relieve traffic congestion in and around Colne, Lancashire.

Please supply the following:

1. Internal and external reports, whether draft or final

2. Strategic Outline Business Case and Stage 1–3 reports (strategic assessment, route analysis, traffic modelling)

3. Environmental, traffic, and cost analyses

4. Correspondence between National Highways and the Department for Transport

Although publicly announced and reportedly concluded by early 2021, the final report has not been made available. If any portion is exempt, please provide a redacted version alongside clarification of the exemption and withheld content.
