Case reference EIR2026/01338

Request

Please treat this as a request under the Environmental Information Regulations 2004.

The request concerns North Yorkshire Council planning application ZG2023/1037/EIA, for up to 1,500 dwellings and associated development on land west of Eggborough, and its impact upon M62 Junction 34 and the Strategic Road Network.

North Yorkshire Council's committee report states that the proposed development will impact Junction 34, that a mitigation scheme has been agreed with National Highways following a Stage 1 Road Safety Audit, and that delivery of the junction improvements would be secured by planning condition.

I would therefore be grateful for the following recorded information held by National Highways:

1. All formal consultation responses issued by National Highways in relation to ZG2023/1037/EIA, including superseded or earlier responses.

2. The latest technical assessment, modelling review, technical note or other analysis relied upon by National Highways in concluding that the impacts of the development on M62 Junction 34 can be satisfactorily mitigated.

3. The complete list of committed, consented, allocated or otherwise assumed developments included within the cumulative traffic modelling relied upon by National Highways.

4. For each development included within the cumulative assessment, where held:

development name/location;

planning application or allocation reference;

scale of development; and

traffic contribution assumed within the model.

5. The base year and future assessment year(s) used in the modelling and the traffic-growth assumptions applied between those dates.

6. The forecast traffic attributable specifically to ZG2023/1037/EIA at Junction 34, including the assumed trip generation and distribution during AM and PM peak periods.

7. The modelling outputs for Junction 34 for the relevant scenarios, including where available:

baseline/existing position;

future year without the Eggborough West development;

future year with the development but without mitigation; and

future year with the development and proposed mitigation. For those scenarios, please provide the recorded outputs relied upon by National Highways for queue lengths, delay, capacity, degree of saturation or equivalent junction-performance measures.

8. Any recorded assessment of the residual capacity of Junction 34 following completion of the proposed mitigation works.

9. Any sensitivity testing undertaken for:

higher traffic growth;

additional development;

different trip-generation or distribution assumptions; or

later stages of the proposed 1,500-home build-out.

10. The Stage 1 Road Safety Audit referred to in the North Yorkshire Council report, together with the designer's response and any National Highways response or acceptance relating to matters raised by that audit.

11. The latest drawings and technical specification for the Junction 34 mitigation scheme agreed with National Highways, including the drawings referred to by North Yorkshire Council as:

ITY16146-GA-048;

ITY16146-GA-045 Rev C; and

ITY16146-GA-046 Rev C, where these are held by National Highways.

12. Any recorded assessment of whether the proposed mitigation provides sufficient capacity for the full 1,500-dwelling development, rather than only an earlier phase of occupation.

13. Any recorded consideration of cumulative traffic arising from development within neighbouring authority areas, including Wakefield/Knottingley and East Riding, where that traffic is expected to use M62 Junction 34.

14. Any substantive correspondence between National Highways and North Yorkshire Council, the applicant, Banks Property, or their transport consultants concerning:

Junction 34 capacity; cumulative development assumptions;

traffic modelling;

roposed mitigation;

or the acceptability of ZG2023/1037/EIA, from 1 January 2025 to the date of this request.

15. Any record of concerns, qualifications, caveats or outstanding matters identified by National Highways in relation to Junction 34 which remained unresolved when National Highways issued its most recent consultation position.
