Please supply me with the latest Appraisal Summary Table (AST) which was part of the Full Business Case for: 1) A428 Black Cat to Caxton Gibbet 2) M54 to M6 Link Road I am not requesting the Full Business Case, but just a small part of it. It is not a complex request to ask National Highways to extract the AST from the Full Business Case. The AST is a short 1-2 side document, and earlier versions are usually placed in the public domain on the National Highways website and in DCO applications. It is in the public interest for these documents to be publicly available, and it is a requirement of National Highways' Licence to be transparent . I am making this request under the EIRs. Please do not use delaying tactics by pretending this is "complex" request when it is not.

1) A428 Black Cat to Caxton Gibbet AST

Commercial information within this document has been withheld under exception in Regulation 12(5)(e) - Commercial or industrial information of the Environmental Information Regulations 2004 because releasing it would negatively impact the commercial settlements between National Highways and the scheme's supply chain, undermine National Highways' leverage in future negotiations to obtain the best deal for the public purse, resulting in the increased cost of the scheme to the government and taxpayer.

2) M54 to M6 Link Road AST

This information been withheld under exception in Regulation 12(4)(d) - Material in the course of completion, unfinished documents, and incomplete data of the Environmental Information Regulations 2004 because the AST is part of the draft Full Business Case (FBC). At this time the FBC is material in the course of completion and therefore an unfinished document. We are actively working on the FBC, revising and updating it with new information where appropriate, to determine the impact of the scheme. Releasing the information at this point will present a misleading and incomplete picture of the scheme and the impact it will have.
