I am writing to make a formal request for information under the Freedom of Information Act 2000.

My request concerns the current planning consultation with Epping Forest District Council planning application reference EPF/1410/26 (situated land north of Dowding Way) and how this new submission addresses the baseline objections raised previously by Highways England during the previous application reference EPF/2503/19.

I request copies of all recorded information held by National Highways from March 1, 2026, to the date of this request, limited to the information necessary to establish the following:

1. Verification of Consultation: Records confirming when National Highways has been formally or informally consulted by Epping Forest District Council, the applicant, or any appointed agents regarding planning application EPF/1410/26.

2. Evaluation of Resolved Shortcomings: In the event that National Highways has been consulted on the above and no longer has concerns or objections in relation to safety, traffic congestion or air quality then please provide copies of all technical reviews, internal assessments, internal emails, meeting minutes, or reports detailing the specific work, audits, or scrutiny undertaken by National Highways to satisfy itself that the specific shortcomings of the previous application EPF/2503/19 have been successfully resolved or mitigated.

I can confirm that National Highways does not hold this information, and as such this part of your request has been refused under Regulation 12(4)(a) of the Environmental Information Regulations 2004 as information not held.

National Highways is still in the process of reviewing planning application EPF/1410/26.

Following our review of information available on Epping Forest District Council’s planning portal, our most recent holding recommendation response was sent to the local planning authority on 18 August 2026 (available here: https://eppingforestdc.my.site.com/pr/sfc/servlet.shepherd/version/download/068Tv0 0000iJ5XNIA0).

We have requested further information from the applicant to allow for our comments to be addressed.
