Performance Measures around lane closures, lane diverts and other traffic measures

Can you please confirm if your organisation adheres to any internal or external performance targets or measures (including, but not limited to Service Level Agreements, Key Performance Indicators and Performance Indicators) in relation to the 'smart motorway' traffic controls like variable speed limits, lane diverts and lane closures.
If so, can you please confirm what they are, and what your current performance is (either in this FY/CY or the previous FY/CY whichever is easier to gather). Can you also confirm if there has been any impact and risk assessment against those performance measures and provide one if applicable.
Response
I can confirm that in accordance with Section 1(1)(a) of the Freedom of Information Act 2000, National Highways does not hold the information you requested. This is because there are no SLA/KPIs associated with the setting of signs or signals to display lane closures or other aspects as highlighted in your request.
Advice and Assistance
We do have internal operational measures related to the following:
- Time to set signals with an ambition not to exceed 3 minutes; and
- Signs to be set on All Lane Running (ALR) motorways for 95% of reported stopped vehicles in live lane within 90 seconds.
The first measure above is measured nationally across all road types, however we do also report this for All Lane Running smart motorways.
The second measure only applies to All Lane Running smart motorways. We also have a Performance Indicator for technology availability (global) and measures for availability related to ALR that covers just: Stopped Vehicle Detection (SVD), Signs, signals and CCTV. Availability is measuring the percentage of time a physical end device e.g. a camera or a radar head, has no service affecting faults.
These are all untargeted, although we aim for 95% availability.
