Response

Q1 ‘Operation Brock’ has an overall cost since 2019 of approximately £12,145,000. However, as ‘Operation Stack’ was a Kent Police strategy, any National Highways’ costs were incidental and are not calculable for FOI (see Q1* below).

Q2 In 2024, the cost to implement and remove the concrete barrier for Operation Brock was about £250,000 each time.

Q3 National Highways does not levy tolls to fund Operation Brock.

Information not held

Q1* I can confirm that in accordance with Section 1(1)(a) of the Freedom of Information Act 2000, National Highways cannot provide some of the costs of Operation Brock since its inception. National Highways Traffic Officers in Kent patrol the M20 day and night as part of their daily duties, regardless of whether Operation Brock/Stack is in place or not. We do not separate out their cost in relation to Operations, and we are not required to calculate new information by interrogating shift records, for example, in order to respond to an FOI request.

National Highways doesn’t hold information about others’ costs for ‘Operation Brock’. Operation Brock is a multi-agency strategy run by the Kent and Medway Resilience Forum. Its partners include us, Kent County Council, Kent Police and others.

National Highways doesn’t hold information about the cost of ‘Operation Stack’. Operation Stack was the responsibility of Kent Police.
