Cost of A12 Resurfacing Projects

In relation to the Marks Tey to Stanway J25 to J26 resurfacing scheme, please can you provide information for the following points: • The start date for the resurfacing scheme (the first day work began on-site)

• The original date which was set for the completion of for the resurfacing scheme

• The eventual completion date for the resurfacing scheme (i.e., the date J25 to J26 of the A12 was fully reopened)

• The original cost projection for the resurfacing scheme

• The final cost for the resurfacing scheme

• How many miles of concrete road were replaced with asphalt as part of the resurfacing scheme (the number of miles between the two junctions is about two miles, according to Google Maps)

• The number of days (or hours) which the J25 to J26 section of the road was completely shut in either one direction or both directions

Can you also address the above points in relation to the J13 to J15 Margaretting bypass, minus the final point, which should instead be:

• The number of days (or hours) which the J13 to J15 section of the road was completely shut in either one direction or both directions

Advice and Assistance

For consistency, we have provided information in a similar way to that provided in our response of 15 November 2024 to your request of 29 October 2024.

We have again provided information about length of concrete road replaced in lane kilometres and not miles. An explanation for this was provided in our response of 15 November 2024.

Also in that response, we provided you with a figure and an explanation of how we calculated the number of hours the A12 was shut between junction 25 and 26. That information is replicated in the attached table together with a similarly calculated figure for closures associated with the reconstruction scheme between junctions 13 and 15.

To do that, I confirm we have again used data held within our Network Events Management (NEM) database to calculate a figure in a similar way. As previously indicated, it’s not designed for this as its function is primarily to control, manage and record access to the strategic road network for roadworks purposes.

I confirm we have extracted closure data working on the assumption that they are all instances where traffic has been excluded from the A12 for the concrete reconstruction scheme. And again, the figures do not include any occasion where traffic moved under Registered office Bridge House, 1 Walnut Tree Close, Guildford GU1 4LZ National Highways Limited registered in England and Wales number 09346363 contraflow. This is because it’s not classed as a carriageway closure as traffic was not diverted from the A12 onto other routes.

To conclude, final accounts for the A12 junctions 25 - 26 reconstruction scheme are yet to be finalised and therefore in accordance with Section 1.1 of the Freedom of Information Act, I confirm we do not hold the requested information.
