The information I am requesting relates to the Castle Eden interchange in County Durham - specifically the two staggered mini roundabouts, the A19 southbound off-slip road, the A19 northbound off-slip road, and the sections of the A181 and B1281 between and immediately adjoining those roundabouts. This does not include the A19 mainline carriageway.

Please provide the following recorded information:

1. Response to FixMyStreet report #4641190 On 7 June 2023, a safety concern regarding this junction was submitted via the National Highways Report a Problem service (FixMyStreet reference 4641190).

Please provide:

(a) confirmation of whether this report was received;

(b) any assessment, investigation, or action taken in response;

(c) if no action was taken, the reasons for that decision.

2. Road safety audits and assessments

Any road safety audits (Stages 1-4), safety assessments, collision investigation reports, or route-based safety studies that include this junction within their scope, conducted within the last 5 years.

3. Collision data

The total number of police-reported injury collisions (STATS19 records) at the location described above for the period 1 January 2018 to the date of this request, broken down by year and severity (fatal, serious, slight).

4. Junction ownership and maintenance boundary

Confirmation of the boundary of National Highways' maintenance responsibility at this junction - specifically which elements (slip roads, roundabouts, connecting carriageway, road markings) are maintained by National Highways and which fall under Durham County Council.

5. Improvement works

Within the last 5 years, any proposals, feasibility studies, design work, or funding applications for improvement works at this interchange, including any schemes that were considered but not progressed and the reasons for non-progression.

6. Other safety reports received

The total number of safety-related reports, complaints, or enquiries received by National Highways regarding this junction for the period 1 January 2018 to the date of this request, together with a summary of each concern raised.

Response

1. Response to FixMyStreet report #4641190

On 7 June 2023, a safety concern regarding this junction was submitted via the National Highways Report a Problem service (FixMyStreet reference 4641190). Please provide:

(a) confirmation of whether this report was received;

(b) any assessment, investigation, or action taken in response;

(c) if no action was taken, the reasons for that decision.

National Highways have been unable to find a corresponding case with that reference on our CRM system so it would appear we did not receive it.

2. Road safety audits and assessments

Any road safety audits (Stages 1-4), safety assessments, collision investigation reports, or route-based safety studies that include this junction within their scope, conducted within the last 5 years.

National Highways has not undertaken any safety studies specific to this particular junction, as the A181 and B1281 do not fall under our responsibility. The slip roads do from part of our network and these are considered as part of our wider route safety assessments on the A19.

3. Collision data

The total number of police-reported injury collisions (STATS19 records) at the location described above for the period 1 January 2018 to the date of this request, broken down by year and severity (fatal, serious, slight).

I can confirm that we do hold this information. However under Section 21 of the Freedom of Information Act we are not required to provide information which is already reasonably accessible to you.

Information on collisions is publicly available via the STATS19 database. This is a collection of all road traffic collisions that resulted in a personal injury, including fatalities, and were reported to the police within 30 days of the collision, either by police officers in attendance at the scene of collisions, from members of the public reporting the incident in police stations after the incident, or more recently online. The STATS19 data is validated and published annually by the Department for Transport (DfT) and can be found here.

4. Junction ownership and maintenance boundary 

Confirmation of the boundary of National Highways' maintenance responsibility at this junction - specifically which elements (slip roads, roundabouts, connecting carriageway, road markings) are maintained by National Highways and which fall under Durham County Council. 

At this location, National Highways manages the A19 mainline carriageway and both the northbound and southbound entry/exit slips.

5. Improvement works 

Within the last 5 years, any proposals, feasibility studies, design work, or funding applications for improvement works at this interchange, including any schemes that were considered but not progressed and the reasons for non-progression.

The total number of safety-related reports, complaints, or enquiries received by National Highways regarding this junction for the period 1 January 2018 to the date of this request, together with a summary of each concern raised.

Advice and Assistance 

Within the last 5 years, National Highways have completed street lighting renewals on the respective slip roads. These are ongoing and due to be completed before the end of May. This is a like for like change as columns are already present. The renewal includes upgrading with passively safe columns and LED lanterns.
