Request

I am writing under the Freedom of Information Act 2000 and the Environmental Information Regulations 2004 to request information about diversion activity around M25 Junction 28 (Brook Street Interchange) on 29 March 2025. Please provide:

1. Any planned or unplanned road closures, lane restrictions, or traffic-management works in effect at or near M25 Junction 28 and the connecting A12 slip roads between 00:00 and 23:59 on 29 March 2025.

2. Any diversion activation logs, road-space booking records, RAMS, or traffic-management drawings relevant to those works or incidents.

3. Copies of any communications or coordination records between National Highways and Transport for London or the London Borough of Havering concerning diversions or closures affecting A12 / A127 / Gallows Corner that weekend.

4. Any approved diversion-route maps or route cards that directed traffic via the A127 (Southend Arterial Road) or Gallows Corner junction while M25 J28 was partially or fully closed.

For context: my wife’s vehicle was photographed by a ULEZ enforcement camera while travelling on the A127 (Southend Arterial Road) near Gallows Corner, attempting to re-join the M25 via J29 after being diverted from the A12. I am seeking confirmation of any official diversions that would have required drivers to take that route on 29 March 2025.

Response

1. National Highways undertook roadworks for the M25 Junction 28 Improvement project over that weekend. The closure started at 22:28hrs on 28 March 2025 and was cleared at 23:14hrs on 30 March 2025.

3. The Transport for London permit reference for the diversion was: FN40655125571-02
