The following questions are posed under the Freedom of Information Act.

1. What is the cost, to date, of the landscaping, tree planting, hedging and fencing along the entire length of the dualled A30 between Carland Cross and Chiverton?

2.What was the budget projection for the landscaping, tree planting, hedging and fencing along the entire length of the dualled A30 between Carland Cross and Chiverton?

3. What is the cost, to date, of the cycle-path which routes from Mitchell, via the Carland Cross roundabout, under the A30 and onward towards Zelah?

4. What was the budget projection for the cycle-path which routes from Mitchell, via the Carland Cross roundabout, under the A30 and onward towards Zelah?

5. When is the cycle-path which routes from Mitchell, via the Carland Cross roundabout, under the A30 and onward towards Zelah due to open?

6. Given that almost every roundabout on major routes in Cornwall has suitable and adequate street lighting, what is the justification for no such provision at Carland Cross and Chiverton? And why are there still street light pylons at Carland Cross?

Permanent lighting was not included within the DCO for this scheme, in support of the government’s dark skies commitments and to minimise light pollution in Cornwall’s rural landscape. The junctions including Carland Cross, Chiverton and Chybucca have been designed and built in accordance with nationally recognised design standards that we must adhere to, and the requirements set for the approved scheme.

The lighting columns at Carland Cross are no longer in use. The project is still in progress, and a number of works are still to take place. Any redundant assets will be addressed by the time the project is completed.

We have established that National Highways does not hold this information, and as such this part of your request has been refused under Regulation 12(4)(a) of the Environmental Information Regulations 2004 as information not held.

Advice and Assistance

We don’t hold the separate costs of landscaping, tree planting, hedging, fencing and the cycle path, because they cannot be disaggregated from the cost of a larger package of works.

That package relates to the entire project rather than just the dualled section and also includes a number of other activities. However it excludes associated costs for example traffic management and plant hire.

You may find it helpful to know that the cost to date of landscape and ecology is £19,866,015 and the budget projection is £10,852,090. Please note that these costs also include archaeology and Cornish hedges costs.

The fencing cost which includes works on the local road network is £3,249,355, and the budget projection is £1,223,800.

We don’t hold the cost or the budget projection for the cycle path because they cannot be disaggregated from the costs and budget of other work packages.

The cycleway between Mitchell and Newlyn downs underpass, heading towards Zelah has recently been subject to a stage 3 safety audit, following which recommendations have been made which require some additional works. These are currently being planned and so we do not yet hold the completion date. However we anticipate they will be completed by August 2026.
