1. A full breakdown of the costs involved in activating a Red X lane closure on the motorway network. This should include, but not be limited to, operational costs, staffing, equipment, technology, and any third-party involvement.
2. Information on whether there are any bonus schemes, performance incentives, or financial rewards available to National Highways staff or contractors related to the number or frequency of Red X lane closures initiated. If such schemes exist, please provide details of how they operate and to whom they apply.

I can confirm that in accordance with Section 1(1)(a) of the Freedom of Information Act 2000, National Highways does not hold the information that you requested.

Information not held as we do not calculate the cost of activating a Red X lane closure and please note that we are not required to create new information in order to respond to an FOI request.
