Under the FOIA act, please could you share with me the market assessment which established that no equivalent electric vehicle meeting our specification for traffic officer vehicles was available via CCS framework at the time of procurement of Tesla vehicles in the years 2024 to 2026.

Under the FOIA act, please could you share with me the market assessment which established that no equivalent electric vehicle meeting our specification for traffic officer vehicles was available via CCS framework at the time of procurement of Tesla vehicles in the years 2024 to 2026.

In 2024/25 National Highways performed pre-market engagement through CCS framework RM6244 Purchase of Standard and Specialist Vehicles under PCR 2015regulations (framework start 29 November 2022, framework end 28 November 2026).

In 2025/26 National Highways expanded the pre-market engagement to also include TPPL framework TPPLHCCOP03 Cars, Light and Medium Commercial Vehicles under PCR 2015 regulations (framework start April 2023, framework end April 2027).

Suppliers were provided the National Highways Traffic Officer Vehicle specification which included the following critical specification criteria:
