Shard Bridge / Shard Road junction. speed enforcement arrangements

This request relates to the speed limit, signage, and enforcement arrangements on Mains Lane, Skippool, Lancashire, particularly the section of road in the vicinity of Shard Bridge / Shard Road junction.

Specifically, I request the following information in relation to The Mains Lane (Shard Road to Singleton Junction) (30 Miles Per Hour Speed Limit) Order 2024:

1. The exact date and time at which the above Traffic Regulation Order legally came into force.

2. The exact date(s) on which all 30 mph speed limit signage was installed on Mains Lane, including but not limited to: terminal signs, repeater signs, temporary signs, and mobile digital signs.

3. Confirmation of the signage arrangements in the vicinity of Shard Bridge / the Shard Road junction, including whether, at any time, vehicles travelling through the traffic-light-controlled junction on Mains Lane would immediately proceed into a section of road signed as 40 mph.

4. Copies of, or references to, any diagrams, site plans, schedules, or risk assessments whichidentify the location of speed limit changes between 30 mph and 40 mph in this area.

5. The date(s) on which any speed enforcement camera(s) located on or near this section of MainsLane were installed, commissioned, and authorised for enforcement, together with confirmation of whether enforcement was permitted prior to the completion of signage installation.

Response

1. The exact date and time at which the above Traffic Regulation Order legally came into force.

The Speed Limit Order came into effect on 8 June 2024 and the speed camera enforcement began on 25 November 2024

2. The exact date(s) on which all 30 mph speed limit signage was installed on Mains Lane, including but not limited to: terminal signs, repeater signs, temporary signs, and mobile digital signs.

Permanent 30mph signs were installed at the junction of Shard Road and Mains Lane in May 2024. See attached photos taken at Shard junction in May 2024.

Permanent 30mph signs were erected at the start of the de-trunked section of Mains Lane/Shard junction and at the junction with Lodge Lane and Garstang Road East between the dates of 17/05/2024 and 23/05/2024.

A road safety audit was carried out in August 2024 with Lancashire County Council, National Highways and Lancashire Police. Prior to the permanent 30mph sign being installed there were temporary 30mph signs in place on Mains Lane to help road users get accustomed to the permanent change in the speed limit.

Where the speed limit is 30mph and there is a system of streetlights not more than 200yds apart, repeater signs are specifically prohibited by law. It is the absence of signs and the presence of streetlights that inform drivers the speed limit is 30mph. This is fully laid out in sections 81, 82 and 85 Road Traffic Regulation Act 1984 (RTRA 1984) and the Traffic Signs Regulations and General Directions 2016 schedule 10.

3. Confirmation of the signage arrangements in the vicinity of Shard Bridge / the Shard Road junction, including whether, at any time, vehicles travelling through the traffic-light-controlled junction on Mains Lane would immediately proceed into a section of road signed as 40 mph.

Travelling from Over-Wyre when approaching the junction at Mains Lane, turning left onto Mains Lane travelling towards Singleton the speed limit is 30mph and clearly signed and this lower speed also provides some safety regarding the cycle lanes that were installed on that section of Mains Lane, turning right and heading westbound from Shard junction onto Mains Lane – this section is 40mph and was not changed from the previous speed.

4. Copies of, or references to, any diagrams, site plans, schedules, or risk assessments which identify the location of speed limit changes between 30 mph and 40 mph in this area.

Within the newspaper article in the Lancashire Evening Post on the 19 April 2024, National Highways advised that a copy of the Order and Notice, together with a Plan and a Statement of Reason were available for viewing at Kier Highways Main Compound on Garstang Road East in Poulton Le Fylde or by written application to National Highways. The viewings were available from the 22 April 2024 until the 10 May 2024. Additionally, we also attach the following

• A copy of the development consent order giving the original permission for the speed limit amendments.

• Assessment for the amendments undertaken during the project.

• The sealed order for the 30mph

• The diagram used in the legal advertisements referred to in the request.

5. The date(s) on which any speed enforcement camera(s) located on or near this section of Mains Lane were installed, commissioned, and authorised for enforcement, together with confirmation of whether enforcement was permitted prior to the completion of signage installation.

The speed enforcement camera is managed by Lancashire Police and was situated as a permanent camera prior to the A585 project commencing in 2020, we were informed that the speed camera enforcement began on 25 November 2024 for the speed limit of 30 mph. The speed camera was already in-situ prior to the A585 project starting.
