Please can you provide the statistical data (to include the summary of findings) that informs the following bullet points on the website link https://nationalhighways.co.uk/our-roads/lower-thames-crossing/the-need-for-the-lower-thames-crossing/ • 3,000 incidents a year - one of the highest incident rates on the road network • Northbound in the evening peak - 19 out of 20 journeys are delayed, two thirds take twice as long as they should, three times a month they take five times longer For comparative purposes, please can you provide the same 2nd bullet point but reflecting the position ‘Northbound in the morning peak’?

  3. I am writing to request information under the Environmental Information Regulations 2004. Specifically, I am seeking access to the following materials related to the National Highways' recent Road to Growth report and its accompanying 3-page Economic Assessment:

    The full background data and assumptions used in the modelling that supports the claims made in these reports. This includes (but is not limited to):

    - Any relevant Appraisal Summary Tables (ASTs),

    - Worksheets or data files used in the modelling process,

    - The specific values assigned to "freight movements and other factors" as referenced in the Economic Assessment,

    - A detailed explanation of the methodology used to determine these values.

  4. I would like to know if National Highways Limited has done any estimates on the impact of a potential legal challenge on project costs for the Lower Thames Crossing?

    If these estimates have been done, please can you include as much detail as possible, and at the minimum the estimates for how much a legal challenge to the Lower Thames Crossing's hypothetical Development Consent Order would cost to contest and how much the total project cost would increase by in such a situation? If there are any reasons that would prevent disclosure of all of the required information, please provide advice and assistance under s.16 to allow me to refine my request.

  5. Please can you send me any correspondence between Lower Thames Crossing executive director Matt Palmer and/or National Highways chief executive Nick Harris and relevant Department for Transport ministers regarding the intention to attract private funding for the development of the Lower Thames Crossing (i.e. anything to do with who will be approached, what funding models could be used, how this will inform the construction approach, why private funding is the optimal way forward for the project.)

  6. I have read many conflicting news story on how much it has cost so far for the Lower Thames project. Please provide the following

    1) the total amount spent so far on the Lower Thames Crossing project

    2) Line by line breakdown of the costs incurred so far, the most detailed breakdown available, provide this on a monthly or quarterly basis if possible.

    3) provide a list of every supplier and contractor who was paid for this project.

    4) contracts signed between contractors and the contracting authority.

  7. Regarding the cost of the Lower Thames Crossing recently granted government approval.

    It is reported that the total cost for this project is estimated to be £9 Billion.

    It is also reported that three contracts for the construction have already been awarded.

    “A joint venture between Bouygues Travaux Publics and Murphy landed the £1.34bn tunnelling contract, Balfour Beatty won the £1.2bn northern roads job and Skanska the £450m southern roads job.”

    My math says those three contracts total £2.99 Billion.

    Can you please provide the cost breakdown of the items of the project estimate between the £2.99 Billion for the actual construction cost, and the £9 Billion total cost

  9. Information regarding NH contribution to a meeting held in February 2022 to which it invited MSA developers. The specific questions are included in the note uploaded.

    Brentwood Borough Council have received a planning application by Moto Hospitality Ltd for a MSA on the M25. The application documents include numerous references to National Highways instigating the application by inviting MSA developers to a meeting in February 2022 and asking them to promote MSA's in the NE quadrant of the M25.

    An extract from the Transport Assessment by Eddisons below is typical of what is said :-

    1.1.6 National Highways called a meeting with the main Motorway Service Area operators in February 2022 to raise their concerns over highway safety on the northeast section of the M25 as a result of existing gaps in existing provision on this section of the Strategic Road Network (SRN), asking operators to help provide a safe place for drivers to rest whilst travelling on the SRN. This proposal responds directly to that request and the identified need for a Motorway Service Area in this location. Further details of this meeting are provided in the accompanying Planning Statement.

    The Planning Statement does not give any further direct information.

    As the meeting has been prayed in aid of the application and that is now the subject of public consultation, those of us who have an interest in the application would like more clarity on this meeting. I therefore request the following :-

    1) A copy of the invitation or other communication that NH sent to MSA developers inviting them to the meeting in February 2022.

    2) A copy of any presentation, speech or other introduction that was made by NH at the meeting or beforehand to explain why it was called and what NH were asking the invited attendees to do.

    3) Any minutes or other record of the meeting.

    4) Details of any further meetings or follow-up letters or communication sent by NH to those who attended the meeting.

    5) Would you please confirm whether the meeting was called only to discuss the NE quadrant of the M25?

    6) If so were any other similar meetings called to make similar requests of MSA developers in regard to other parts of the M25?

    7) If there were other meetings or communications on the rest of the M25 please supply the same details as those requested in 1) to 4) above.

    As the request is made during a time limited consultation period a prompt response would be appreciated. Given the publicity by Moto this information should be readily available.

    2. The total cost of replanting 160,000 trees on the above stretch of road in November 2023.
