  1. Thank you for getting your team to deal with my request over the project costs. As I understand it there have been a number of figures bandied about as to the final projected project cost for the A27 at Arundel. Could I please ask as an FOI what the final project cost was for the A27 at Arundel? As far as I am aware the base Grey route had a cost detailed on the PCF Stage 2 version 2.1 Table 8 of £383.6m. The Grey route envisaged in this iteration did not have: - 1. The viaduct, that as previously discussed, from your JOS A27 Corridor 191017 v20 presentation , slide 13, came out as costing £302m in 2017. 2. The rebuilt, two bridges, grade separated junction at Crossbush, that looking at other projects could reasonably have been expected to be c£40m, if the contested three A38 Derby Junctions are budgeted for at £200m-£250m. 3. I assume that the recently reported £86.5m development cost needs to be added to the total. My back of the envelope calculations suggest that construction costs pre pandemic would have been some £725.6 m (383.6+302+40), add 20% to reflect construction cost inflation. ONS Construction output price indices suggest Sept 2019 114.2 March 2023 138.9, an increase of 21.6%, bringing the total construction spend, assuming no inflation post March 2023, it has been 3.38%, to £870.72m. Add the incurred so far development costs as supplied by yourselves and the figure comes to £957.22m If you could confirm that the figure above is in the ball park, or indeed furnish me with the actual working figure as at the time of project deferral? Thank you for your help in this matter. As a follow up to your e mail below, I considered putting in this FOI on line, I was put off this as an option as your web site allegedly has no FOIs having been answered on the A27, which must be wrong as the email had an FOI response attached. Is there a reason for this on the face of it governance failure.

  2. I would like to formally request information relating to the landscape and ecology/vegetation aspects of the 'Scheme Delivery Framework' (SDF) tender/contract including the current contract and any future plans. Specifically, I would appreciate details on the following:

    • Details on the previous tender for the current SDF including original tender documents and details on the criteria that was used for evaluating and selecting contractors for this framework.

    • Details of any amendments or variations made to the contract since its commencement.

    • Information on the review and process involved in the renewal of the current SDF including planned end date/anticipated release dates for the future SDF tender/contract and details regarding any potential extensions (length of these extensions and time frames for when decisions will be made on potential extensions).

    • Information on any planned/potential changes to the future SDF. - Information on prequalification or registration requirements for companies interested in participating in the next SDF tender/contract (or similar if changes are planned).

    • Information on any additional or alternative opportunities relating to area 12 and area 10 landscape and ecology/vegetation aspects of the national highways contract.

    • Any other relevant details that you can provide about the SDF.

  3. Please provide a copy of the document that imposes a 40 mph speed limit on the A1 northbound, north of A428 Black Cat Roundabout between Black Cat Roundabout and St Neots.

    Also provide me with a map of the locations of all speed recording camera on this piece of road.

    Confirm how many road traffic collisions have occurred on this section of road between start of the roadworks and 20 August 2024.

  4. Can you please confirm if your organisation adheres to any internal or external performance targets or measures (including, but not limited to Service Level Agreements, Key Performance Indicators and Performance Indicators) in relation to the 'smart motorway' traffic controls like variable speed limits, lane diverts and lane closures.

    If so, can you please confirm what they are, and what your current performance is (either in this FY/CY or the previous FY/CY whichever is easier to gather). Can you also confirm if there has been any impact and risk assessment against those performance measures and provide one if applicable.

  6. Provide all documentation relating to policies, operating procedures and meeting minutes, emails regarding policy or procedure regarding lane closures, diverts relating to persons reentering the motorway from a emergency refuge area.

  7. Please could you tell me the details of any and all Key Performance Indicators (KPIs) you use to monitor the performance of control room staff with regards to answering emergency calls and setting signs and signals on smart motorways.

    I am particularly interested in any and all KPIs you use or have used in the past concerning the closure of smart motorway lanes (red X) and the setting of lane divert (diagonal arrow) signals.

  8. In relation to the current closure of the a36 at Limpley Stoke, could national highways please confirm what risk assessments have been undertaken in respect of the impact of the closure on the local highway network and provide copies.

    This should include the local roads in Limpley Stoke notably Middle Stoke, Church Lane, Crowe Hill, Lower Stoke and Midford lane.

    Traffic associated with the current closure is posing a significant risk to other road users, pedestrians and cyclists in particular, using these roads. Both are vulnerable in these areas owing to narrow pavements, no pavements and single roads with passing places.

    Can National Highways confirm what measures have been taken to ensure their safety throughout the duration of the closure.

    Many school children walk to school along these routes. Can national highways confirm what engagement there has been with local educational settings and whether additional measures are planned to enhance safety during periods of the day when children are likely to be present on the local road network during their journeys to and from school.

    Please also confirm what mechanisms are in place to review the safety of pedestrians in the area above throughout the closure period? Thank you in advance

  9. Please may I receive Lessons Learned Logs for the A27 Arundel Bypass as follows: a) PCF Stage 3: October 2020 - July 2024 b) PCF Stage 3 : May 2018 - October 2018.

    For the avoidance of doubt, I am requesting all Lessons Learned during any Development Phase of the A27 Arundel Bypass as defined in the Project Control Framework (PCF Stages 3, 4 and 5).

The National Highways Annual report and accounts 2024 (For the financial year ended 31 March 2024) states that the Full Business Case for the A303 Stonehenge (Amesbury to Berwick Down) was approved by the National Highways Investment Committee in 2024. Please supply me with the Full Business Case as approved.
